Before British Rule in Orissa, there were 29 'Deshiya Rajya' (or smaller states) or 'Gadajat' states under the Khurda Rajas. Those were Angul, Athmallik, Athgarh, Baud, Bamra, Bonai, Dashapalla, Hindol, Dhenkanal, Talcher, Gangpur, Kalahandi, Khandapara, Narsimhapur, Nayagarh, Nilgiri, Ranpur, Sonpur, Redhakhol, Tigiria, Ali, Kanika, Keonjhar and Mayurbhanj. Finally on 1st January 1948, 25 Gadajats merged into Orissa state which had come into existence in 1936, those Gadajats were Athgarh, Athmalik, Kalahandi, Keonjhar, Kharsawan, Khandapara, Gangpur, Nilgiri, Pallahara, Baramba, Bonai, Bamra, Daspalla, Nayagarh, Narasinghpur, Tigiria, Talcher, Dhenkanal, Baudh, Bolangir, Bolangir Patana, Ranapur, Rairakhol, Sonpur, Seraikella and Hindol. But Mayurbhanj remained as an independent Gadjat till 1st January 1949. Afterwards Seraikella and Kharsawan remained separate from Orissa becoming part of Bihar.

Initially there were 20 states in Orissa at the time of the advent of British rule on 3rd September 1803, but Khurda was confiscated in 1804 due to the rebellion of its Raja, Banki was confiscated in 1840 due to an assasination by its Raja, and Angul was confiscated in 1847 for rebellion. In 1905, a further five states were transferred from the Central Provinces (#) and two from Chhota Nagpur ($) division.
